Why won't my apple airport express sync with my ipad air? I don't have an available internet source, currently but it isn't supposed to matter

I'm trying to connect my ipad air to an airport express, for the first time. It won't link up. I don't currently have an internet source but that isn't supposed to matter.

Any suggestions? The airport is blinking yellow since I reset it.

You can't connect to the Internet from an AEX unless you have an Internet service in your place. I don't know what you expect to get by trying to connect from your iPad to an AEX with no Internet connection of its own.
