I am taking videos on my phone and they are automatically importing to a the videos file in the Photo app. How can I delete that?

You can't.
This is a feature so you can view all videos captured with your iPhone in one location instead of having to sort through the Camera Roll that includes photos as well to locate and select a particular video.
The videos are not duplicated as in taking double the storage space on the iPhone. The videos in the Videos folder or album include a pointer only to the original videos where they are stored.

That has nothing to do with not being able to capture video.
What is your iPhone's storage capacity and how much free storage space do you have available?
If you can't capture video due to a lack of free storage space, you need to free up some storage space on your iPhone.
I actually am able to capture videos. It's not having the option to delete the videos that I am having a problem with.
The videos are deleted in the Camera Roll.
