yes. and the thing I want it to connect to is sitting right next to my phone so yes it is in range and again this is all BEFORE the devices i can pair it to pop up. Here is an image if it helps you understand EXACTLY what my problem is:

Also, "spinning wheel of death" is a term my friends and i use for a spinning cirlce of any kind on on any apple product that takes more than 1 hour to go away. Especially on a mac because the "wheel" wont let you do anything. In fact "spinning wheel of death" is quite a common term.
Which just so happens that this "wheel" on my phone spun for over 12 hours, finally letting the bluetooth turn on and pair at around 12 pm. Oh, and i went and did other things on my phone, going back every 15-30 min to see if it was still spinning, and then, after a while, I just let my phone be. So I wasn't being "silly" and staying on that screen. Thanks for making it sound like I'm stupid, which I'm not by the way. Just because you have helped a few people on here doesn't give you the right to be rude.
Moving on. Also, as an update to my problem, after my phone had connected it proceeded to disconnect and then connect repeatedly, for about an hour before disconnecting. I am now in the process of waiting for it to reconnect. I have know been occupying myself with other things for the past 6 hours, still no connection/turning on (see above image).
Edit: i noticed on the pic that my battery symbol is showing it is low on battery. Just in case someone says that it may be because the battery is low, i would like to state that my phone had full charge when i first tried to connect my bluetooth.
Update: Wheel now frozen.
