Q: Internet Connection issues after ios 7.06

I downloaded ios 7.06 using cellular data. It took 2 hrs to achieve it. Thought it was strange to take so long to download 13.8MB.

Seeing it was done cellular figured it was a slow connection. Cancelled it by mistake.

Re downloaded it, took the same time. Lost the internet as the internet is my iPad through cellular once it started to install the update. The got the dreaded restore through itunes logo.

Manage to reconnect through the phone and re download it. not quite 2 hrs, but have since lost internet connection after restoring from Back up as well.

Am unable to turn off find my iPad to delete icloud and to reinstall as a new ipad first and then see if it can then utilise the internet before I was then going to install each app individually.

Internet connections appears to be offline pops up.

Anyone got any ideas?
