How would you get photos from an android phone onto an iPhone ?

Import them to your computer, then sync them to your iPhone; email them to yourself; or use something like Dropbox.

You can try to Download "Wireless Transfer App" on both your iPhone and Android Phone and connect both your device to the same Wifi Network and then run the Application which yu have downloaded on both your devices at the same time and send Photos from your Android Phone to your iPhone. if you have Mac, put the pictures into iPhoto app >>>> go to iTunes app >>>> select your device >>> select photos >>> then click in the box (pick up Iphoto)
if you have windows, copy the pictures to your computer ( put all of them in a folder )>>> link your iphone >>> go to iTunes app >>> select your device >>> select photos >>> then click in the box (sync picture from >>> pick up the folder which you put your pictures in

Duh! Right after I posted this question it occurred to me to email them to myself and save them on my iPad.

The easiest way would be to plug in the old phone, copy the pictures to a folder on your pc then add that folder to iTunes. Then you would just plug the iPhone into the computer, open iTunes and move the pictures over. Since you said you can't connect that wont work obviously.
What you can do is take the old deactivated device someplace that there is WiFi and either email the pictures to yourself or use something like dropbox and upload the pictures there. Then simply download Dropbox on your iPhone and download the pictures. This is way more time consuming but it will work.

You can connect your Android phone to the computer using USB cable, and then drag the files on your phone to the PC. Arrange the photos you want to transfer to a folder. And then turn on iTunes and plug your iPhone to the same computer. Add the files to the iTunes library then get photos from Android phone onto iPhone by syncing.
