If the student can't remember her Apple ID, she'll need to try to recover it, either by this web page:
or by calling Apple Support and asking to speak with Account Security. There's no way you can get past the Activation Lock without that student's Apple ID and password. If she can't recover the account and remove the iPad from her iCloud account, you may be able to contact Apple Support and with proof that the school owns the iPad there may be something Apple can do, though I've not confirmed that.

I have about 8 iPads that when I try to reset them, they ask for the student's iCloud account. These students don't attend our school anymore. I have tried to email them and send them directions on removing the ipad from their cloud account. No luck there too.
Anything else that I can do?

Feb 29, 2016 2:27 PM in response to ali_iskyby ChrisJ4203,If the school owns the devices, they can take the device and a copy of the original purchase receipt and bring it to the Apple Store, and ask for help. As the original owner, they can help. If you are using an management program, you should be able to do something to prevent students from doing this in the future, or you will continue to have issues.

Feb 29, 2016 2:33 PM in response to ChrisJ4203by ali_isky,Normally yes, we don't allow students to put in their own data and our management system allows us to put restrictions on these. However, these are take-home iPads so they can put in their own itunes/icloud account.
