You can use different Apple IDs on your your devices if you want, but if you want to sync data with iCloud between them, you have to use the same Apple ID for iCloud on both. If you use separate IDs for iCloud, they will not be sharing the same account. Also, you can use the same ID for iCloud, and still use different IDs on the two devices for other things such as iTunes.

You can't transfer music and photos between them over bluetooth. Bluetooth on an iOS device is for headsets, audio car integration, etc. (http://support.apple.com/kb/HT3647).

You're welcome. Transferring files depends on what you want to transfer. If they share the same iCloud account, they would share the same contacts, calendars, notes, reminders, photo stream photos, etc., and these would automatically sync in the backgroud to keep consistent data on both devices as you make changes on either of them (see http://www.apple.com/icloud/features/). iCloud doesn't transfer music (other than music purchased from the iTunes store, which can be downloaded to either of your devices). To do that you keep your music in your iTunes library, and sync it to your devices using iTunes.
