Is the problem that you cant send messages?

I can't receive or send messages to people that have iPhone. I have a galaxy s4 mini

The internet said to deactivate imessage, but I no longer have access to my iPhone.

Today I had the same problem. In my case it was iMessages continuing to be sent to my old iPhone even though I kept the same number on my new iPhone .

Log in to My Support Profile at https://supportprofile.apple.com/ and delete your old phone. Warning before doing that, if you are moving from iPhone to iPhone, use the cloud to save all your old phone contents so that you can download them onto your new phone. Would be advisable to download contents to your new iPhone before deleting the old phone. I found that within minutes of the deletion iMessages arrived at my new phone.
