Q: do you have to have a clear balance when registerting a card on the app store

I have a card on my account and just using after a while, the card registered is valid, however do you have the a clear balance to be able to verify it so can downlaod apps?

iPhone 5c, iOS 7.1

What type of card are you referring to and what do you mean by a "clear balance"?
