hotspot only works through usb not wifi (no internet connection)

I have an issue with my Iphone 5. I have hotspot enabled through my provider (verizon). I can connect and have the hotspot work if I connect the phone to the computer through the USB cable. If I connect through wifi, it will connect, but say no internet access. This only exists with the laptop. I can connect my ipad throught the wifi without issue.

I am using a Win7, Lenovo laptop. I have no issues connecting to any other wifi networks. The only issue is with the Iphone wifi network. On the computer, I have reset the wifi network adapter, I have reset the network settings, I have created fixed DNS address (using Google's), I have unclicked IP6 so that I am only using IP4, I have updated the driver, I have uninstalled and reinstalled the driver, but the problem still exists. Clearly, it is an issue that exists only with the phone and the this computer but I cant figure out how to fix it.

Anyone else with this problem?
