You would not from your computer be able to redownload a film rented on your iPhone. A film rented from an iPhone can only be viewed there. If you've checked the Videos app and the film isn't appearing, go here:

http://www.apple.com/support/itunes/contact/

and follow the instructions to report the issue to the iTunes Store.
