I have 6gb of messages(saved) on my phone, and I have deleted every text on my phone.
I'm dealing with this same issue. I don't have enough available memory to download the latest update, and just spent 20+ minutes deleting all conversations from the past few years. According to my phone I still have almost 3GB of saved messages.
I have figured it out how to delete the (saved) messages, you simply go on the conversations. Press and hold the text and it should come up with Copy, More. Press More and you should see on the top left that says Delete all. I did it and it went from 2GB down to 100MB.

odgi2 - how do you simply go on the conversations when you have deleted the conversations? in usage I have over 1GB of messages (saved) but in messages I have nada.
