after updating my ipad to 7.1 it will not open up

after updating my ipad to 7.1 it will not open up it just keeps looping and i cannot sign in.

If it is just looping and the only thing you are seeing is the Apple logo, then restore your iPad. If you have it backed up, you can always restore from it. The article below will walk you through putting your iPad into recovery mode to then restore it within iTunes.
