iOS 7.1 Personal Hotspot APN settings won't save on iPhone 4

I am facing a problem, which would be great to resolve. Since I updated to iOS 7.1 I can't set APN setttings for Personal Hotspot in my iPhone. If I go to Settings -> Cellular -> Cellular Data Settings, and I set the APNs(for data+mms) and i go back to save the freshly set APN settings then it saves, but if I touch any fields in the "Personal Hotspot" section (even focusing) and I go back the same way any changed value won't save (e.g. I also change data APN). In the menu "Cellular" there is an option for personal tethering where it just keeps loading and after a ehile it becomes an available option, but if I click on it it displays an error message like: "...contact: Carrier". So I tried everything, I reset my network settings, did 3 full restore(via iTunes, in recovery mode and DFU too). Then finally I downgraded to iOS 6.1.2 and guess what, it started working.. Then I thought it repaired some settings bug which burned in my device and I restored 7.1 in DFU. Now it is not working again. I need the help of community since I need hotspot tethering so hard everyday for my job. Thanks in advance!

Same problem here! Updated iPhone 4 16GB to iOS 7.1 and now i can't use a personal hotspot anymore!

Just called Apple and they finally tell me that is a problem of the virtual carriers as they have not updated their systems to the new firmware¡¡¡¡ Do you really belive that???

I am glad I have another phone with android....

iPhone 4 16GB MTN Zambia, guys well and good we are all ****** off because of this but we are wasting bandwidth and time posting our problems here because nothing will happen, apple won't see this, please post on their website as a bug report to further address this issue to apple, I have done so myself everyone just please report this because this bug won't fix itself, all we do now is wait for enough people to post their reports and wait for an update with a fix because if I don't see a fix in the next update I will sell this thing and get an android.

This is BS. Virtual carriers and non Apple partner carriers work perfectly with iPhone5.

Here is a list of bugs compiled by CNet, introduced after upgrading to iOS 7.1:

1. Battery Drain Issue

Every time Apple sends out its software update, users are bogged down by perennial battery drain issues and the situation was no different. Many users complained of their sudden reduction in battery life once they updated their device to iOS 7.1.

2. Fingerprint Scanner Malfunction

After upgrading to iOS 7.1, many users complained the Apple's touchID (fingerprint scanner) did not work as expected by not recognizing the users' fingerprint.

3. Disabled Bluetooth And Wi-Fi

Fewer users complained the iOS 7.1 update causing their iPhones to disable Wi-Fi and Bluetooth connectivity completely. For some users, however, the Bluetooth disconnected sporadically.

4. Bluetooth Pairing (in Cars) And Device Volume Issues

A good bunch of users have complained the iOS 7.1 update has caused Bluetooth connectivity and synchronization problems, especially when using mobile devices in their cars. Upon making a hands-free call, many users realized that the audio is not routed via Bluetooth. Also, iPad volume jammed after upgrading to iOS 7.1.

5. Personal Hotspot Problems

Several users found out the personal hotspot APN settings were not getting saved after iOS 7.1 update. This issue was quite prevalent with iPhone 4 but not with any other models.
