iphone 4s slide bar not working (iOS7.0.6)

my slide bar is not working, but the small bar at the top of the screen in the center (when dragged down, shows notifactions) is working, and also the small bar underneath that at the bottem of the screen, but i cannot click any of the options after that (camera, calcutalor, clock, flashlight, lock rotation, do not disturb, bluetooth, wifi, aeroplane mode, music and brightness).

i simply want to restart my phone but i cannot do that, since i cant swipe. i would really like to avoid reseting my phone, and if i must reset my phone what will be changed (settings)(will photos, songs and apps be gone) ?

please help ASAP >_<
