I have changed email address and passowrd on iTunes.

Now I cannot dowmload apps to the iPod Touch.

I see that the old email address is on the iPod and can't be edited, so assume this is the issue. Can I change the asccount to match my new email address?

On your iPad tap on your id in Settings > iTunes & App Store and log out of it and then log back in with the updated version of the account
