iOS diagnostics randomly appeared after update to 7.1

I updated my ipad mini to iOS7.1 while it was plugged into my macbook charging overnight. I have not ever run iOS on my iPad I don't think. I had a problem with iTunes radio on my macbook and ipad but only consulted for my macbook. So i have never run iOS diagnostics on my iPad and it is randomly there when I four finger swipe to the far right of my running apps. Some one had the same problem earlier here.
