Is it safe to download and install 7.1 over 7.0.6 on an iPhone 4S? I read that 4 has speed improvements, but nothing about 4S. Any issues yet?

Asking "Any issues yet?" is like going in to a hospital and asking if anyone is sick.
Clearly, performance improvements for the iPhone 4 will imply improvements for the 4S as well.

Good question. That would certainly not be my recommendation.
My first choice would be to use iTunes to sync the iPhone and "Check for Updates". Second choice would be to update the iPhone over the air (Settings > General > Software Update).
I upgraded my 4S by attaching it to computer--I do all my upgrades this way. Everything is working just fine! I have encountered no problems.
How is iOS 7.1 on iPhone 4S?
