Ios 7.1 sharing slow and airdrop doesn't work

Sharing is slow to open when tapped. After 3 or 4 seconds it will come up. The Airdrop icon is greyed out and asks to tap it to turn on Bluetooth and wifi. These are both on already and tapping it does nothing. After about 30 seconds, the icon turns blue , but no devices ever show up to share to. This is on an iPhone 5S and iPad mini retina.
