How do I delete locked items (that won't 'put back') from trash?

I moved old backups from Time Machine to the trash and then found all the folders (Macintosh HD - System - Library - CoreServices) remain because the 'boot.efi' file in the last is locked, and can't find any way to 'put back' or delete. Would really appreciate any help you have. Many thanks...

I don't know about new OS versions but it used to be holding down the option key while emptying the trash would delete locked items.
