Q: i can't use the top row of my iphone

I can't tap on any of the top rows on the screen of any app including "Search" on emails, messages, notes etc.. Please help.

iPhone 4S, iOS 7.1

Do a
Reset: Hold down the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears. Note: You will not lose any data
