iOS 7.1 black tint by lock screen clock and home screen same place

Okay so after my phone reset after getting 7.1 I noticed that on my lock screen there was like some kind of tint there. It was darker than the rest of the screen. Same with when I unlocked my phone same thing. So I tired to just get the same pictures from Facebook and google and set them again. The same thing keeps on happening. I noticed that when I move the two pictures the darkness and brightness of the rectangle changes. However, I can't get it to go away. On iOS 7 it was perfect no problems. Now this is the first thing I see when my phone resets. Reduce motion is off. Not too sure what to do.
