If you do not have any important data currently saved on your iPhone then try Restoring your iPhone to Factory Settings and see if you get the Free Download option for the Said Applications. And If you have data then back up them using iTunes on your Computer, Restore your iPhone, Setup as New iPhone and try to Download those Application and if they get downloaded and are available for free then Transfer your Purchases from your iPhone to iTunes on your computer and Restore from your Old Backup and then sync those Applications again to your iPhone.

I am just wondering why Apple has not solved the issue

Mar 12, 2014 6:19 AM in response to khalfanfrommina al fahalby Sumesh_22,You can try Contacting Apple Support and let them know that you are unable to get the Said Applications for Free as you have Purchased and Activated your iPhone 5s after the said Date which means you are Eligible for the same. ( You should get iPhoto, iMovie, Pages, Numbers, and Keynote for free in addition to other free software from Apple )
