iOS 7.1 update failed

Hi! my ipad mini keeps telling me that there is an update available and that it has downloaded the update, but each time i hit install, i accept the terms and then it tries to validate the update, but then it tells me that there is no update available. I'm not sure, but I think it is effecting my other application, like facebook, facetime, and youtube. facetime hasnt been calling, youtube app doesnt even restore the home display and facebook does says cannot connect to server. the internet in my room might be the problem, but my computer and iphone 5 are connecting to the wifi fine. I don't know whats happening. Please help me!!
