After I updated to iOS 7.1 on my iPod Touch 5th gen, when I went to Settings->Wllpapers&Brightness->Choose a New Wallpaper->Stills, and sa that all the still wallpapers were missing. I just get this dialog box blow that says "No Photos or Videos".
I did a backup, then a complete erase of the iPod (via General->Reset->Ersae All Content and Settings) and then a restore from a backup. Still no wallpapers.
Has anyone else encountered this?
Try restoring via iTunes since that will install a fresh copy of the iOS

I just restored my iPod Touch using this method, and unfortunately, the static wallpapers were still missing.
I have the same problem with iPhone 4s. NO Still Wallpapaer after upgrading to iOS 7.1 😠
Restore your iPhone with iTunes to 7.1.1 and your wallpapers will appear again.
(It works for me)
Unfortunately, this didn't work for me on my iPod Touch. Restored twice and still no static wallpapers.

Restore to ios7.1
Restore a backup when the static wallpapers appear
Then restore to ios 7.1.1 and your earlier backup
RJSSantos, you can't restore to iOS 7.1. You can only restore to the latest version available, that is 7.1.1 for the 5G iPod

Ios7.1 is still a valid firmware
Not anymore. After a couple of days an iOS update is released, the previous version will no longer be signed by Apple and thus can't be installed.
I did it yesterday and it works download ios 7.1 to you pc or mac open itunes press **** on windows or alt in mac an press restore and click ios 7.1
