If you are trying to restore the iPad to factory settings, you will need the Apple ID and password that you originally used to set the device up. Try here for help if you cannot remember the ID and password.

To my knowledge(which is outdated) if you plugin the iOS device to a mac, open iTunes and hold the power and home button for 20 seconds it will reset, granted I have not tried this in a long time so I am not sure if it still works. I hope its worth a try.
