It sounds like you are getting the error 3194 when trying to update your iPad:
This occurs when iTunes is unable to communicate with the update-and-restore server (gs.apple.com). This is most likely because it is being blocked, redirected, or interrupted by security software, hosts-file entries, or other third-party software.
It sounds like you have followed the steps in the section titled "Check your hosts file" before you restored, but have you followed the steps in the section titled "Address TCP/IP filtering, firewall, or security software" to see if your security software could be causing the issue? Error 3194 is nothing but communication error of iTunes with the Apple update servers. There are many reasons for it , the usual ones are the Hosts file, firewall or antivirus software blocking iTunes etc.
Which is your iOS version? You need to know that Apple don't support old iOS after the release of new iOS, i think you are trying to restore your device to an older or unsupported version of iOS.
