my itunes is is reading error 3194

First of all i know nothing about computers, since last night i've been trying to fix my sons ipad mini since it is disabled. i keep getting this error 3194. i've since then googled and youtubed to try and fix the problem, also followed the directions that itunes sent me to with the terminal and still no succses. i came across a window that read that the host file does not exist. I've also tryed updating software & itunes still nothing please HELP.
