ITunes Match

I'm having a lot of difficulty with my phone in regards to downloading apps and opening ITunes Match. After entering my password, the apps don't download. Also when I try to turn on the ITunes Match button under "settings" it won't open. It says I don't have an ITunes Match account...which I do.
