I have a new IPad and I'm trying to set it up - I don't know whether I should set it up as "new" (which it is) or use my
old IPhone 3G (which I still am using) to "restore" data to the Ipad - any suggestions?

My choice would be to leave it set up as new and Sync what you want / need...

Try restore from iPhone first. If you don't like the restore, you can setup your iPad to Factory Default.
Restore to Factory Default (setup as new):
Settings>General>Reset>Erase all content and settings
