iTunesYou can't, you will need to be in France and have a French billing address on your account to be able to try and redownload them - you need to be in a country to use its store. You don't have copies of them of them anywhere e.g. on an iOS device ro on your backup of your downloads/library ?

iTunesSorry, I misread your post as meaning that you were here in the UK and had previously made purchases from the French store.
If you are in France with a French billing address then you should be able to redownload your French purchases via the Purchased link under Quicklinks on the right-hand side of the iTunes store homepage on your computer's iTunes. If you have a balance from the UK store on your account then you can try contacting iTunes Support and ask them if they can remove it so that you can change countries : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
You can't use the UK store for buying and/or redownloading UK purchases unless you are here in the UK with a UK billing address on your account - you need to be in a country to use its store, not being in a country and using its store is against the terms of use.
