How do you block picture messaging on an iPhone 5c?

Verizon is our carrier and we had them deactivate picture messaging. It works to block android OS messages, but not iPhone (she still receives from and can send pictures to any iPhone). It was told to us that it is because iPhone messages are sent differently. I understand you can turn them off in the settings, but it is something she could easily change back herself. Is there some way to block picture messaging, without her being able to change the settings back anytime she is not with us?

iPhone 5c, iOS 7.1

What may work is this:

1) Sign out of iMessage on her phone

2) Go into Settings>General>Restrictions and enable restrictions. You will be asked to set a passcode - make sure you pick something you will remember

3) Scroll down to the Allow Changes section.

4) Disable changes for Accounts

Exit restrictions & try to sign into iMessage. I'm not 100% sure this will work but it won't hurt to try.
