After upgrade to iOS 7.1, Contacts list is completely blank, and can't even add a new contact.

After upgrade to iOS 7.1, Contacts list is completely blank, and can't even add a new contact, can't sync contact by iCloud or iTunes.

Seems like the contacts file is broken or file limit is wrong. How to fix this?

iPhone 4, iOS 7.1, Mac Mountain Lion
