My 4yo keeps deleting my 8yos saved video games. I have searched...i am very disappointed that iOS doesn't allow this...it seems like an easy enhancement.
I would also welcome any theories on why iOS developers would not allow this.

Restrictions are good general settings but you may want to look at Guided Access in Settings > General > Accessibility > Guided Access. It allows you to temporarily lock the iDevice into using a single app. Read more about it here.
Right, i did that - but all it does is keep one from shelling out of an open applciation...essentially locking an open application. I want to lock an application to prevent my 4yo from accessing and it seems it's not possible.
This is a semi fix, but too broad. I just want to lock a single folder and/or application. This is totally dependent upon the subjective rating of the apps (4yo-10yo-etc).
Guided Access works fine if you are there to monitor his iPad usage. You can open the app, activate Guided Access and let him be. Restrictions allow you to limit his ability to delete apps.
These are your options. The specific feature you are asking for does not exist in iOS.
Are there any Apps out there that allow to lock a folder?
