Touch ID not functioning

I have just bought an Iphone 5S but the ID Touch Security isn't working. I can install my fingerprint fine but it never ever asks me for it. I have Touch ID Security set to on. Why won't it work? Passcode works fine. But if I turn the passcode off then the phone is unlocked without any further security. Could this be a software problem with my new phone? Again its NOT a problem with my fingerprint being recognised. But a problem that the phone doesn't ask me for my fingerprint when I unlock my phone, despite me making sure the featrue is activated in settings.

Please can someone help. Its really frustrating getting a new phone and it not doing what I paid good money for it to do. Thanks.

Glad you got it working.

Now about security....

You will need to download and turn on find my iPhone and login to iCloud, verify your account.

Even if you leave your phone unlocked, if you have find my iPhone installed and on, it can't be turned off or uninstalled by anyone but you. While this has caused some headaches for purchasers of second hand apple gadgets, it may also plug up the market for thieves, who can't sell the bricked devices.
