Q: changing account billing

I have a free account but i found an app that i want to buy. at my account the country is set to america but now i live in romania. i have tried to change that but with no effect. when i try to link a paypal account it says that i have to register a usa provider. also, i have tried to link 2 debit cards but i have to set the country to romania and i already tried that and doesnt work

iPhone 4, iOS 7.1
