Unable to login after force shut down.

I was watching a streaming video on BBC iplayer suddenly the image froze but the audio kept going. Nothing was working only option was to force shut down with the power swich. After that computer booted up with strange artefact on the start up screen and I couldn't log in. Computer booting up to a certain point then reboots and restarts over and over. I can't login in safe mode, same thing happens. Startup screen looks like that.

What can cause the problem, graphic card, logic board or something else?

Computer is an early 2008 iMac 24"

Which is troubling. Suggest that you take your iMac to your local AS or an AASP. Diagnostic testing is FREE! This way you will get confirmation of what the problem is.

Your iMac 6 yrs old. If the problem turns out to be hardware, you will need to make the decision if it's worth fixing a 6 yr old iMac and/or think about purchasing another.
