can different itune accounts have access to the same apps on one pc

Is it possible to have differnt device with different apple id connect ot the same computer to have access to the same apps?

Anything Downloaded with a Particular Apple ID is tied to that Apple ID and Cannot be Merged or Transferred to a Different Apple ID
