I have Snow Leopard 10.6.8. If I do Command R at start up to reinstall the operating system will I lose data or configuration?

There is no recovery partition on 10.6.8; you need to insert a compatible Mac OS X install DVD and restart with the Option key held down instead. Back up your data first.
The procedure won't itself erase your files unless a problem occurs.

Snow Leopard doesn't have a Recovery partition. If you want to do a fresh install of SL, you'll have to use the disc that it shipped on.

Ok Thanks. Is there another way to restore parts of the operating system. I seem to have lost my system preferences and photo booth. The app store app does not work also. Not sure what else.
If you've lost that much, it would be best to just go ahead with a fresh installation of Snow Leopard. As Niel wrote, your data should be safe but it is ALWAYS recommended to have a backup just in case something goes drastically wrong.
