How do I remove my credit balance?

I am not sure if this is in the right category (My first time).

Ok, so I want to change the country on my settings.

BUT. It says I need to use up all my credit balance.

I only have $0.48 in my balance.

How can I remove that? because I know

There is NOTHING and I mean NOTHING that I can buy for that much.

Please help me, Idk what to do.

I can't just add more credits, because that just makes things worst.

And if I buy an iTune card, it would end up back to $0.48.

PLEASE HELP ME ASAP
