Here ya go! Amazing how a simple search on any browser for "iTunes payment" brings up the directions your looking for. But I guess it's easier to open an account in a user community find a 2 year old post and spout off...

Dec 28, 2015 7:21 AM in response to rmedlandby Vinceassociate,Since it's a new device on your iTunes account, Apple wants to make sure someone is not using your Apple TV to rent movies without your authorization. I got the same message yesterday and they were prompting me to enter the 3 digit security code from my credit card as the verification. I actually could do it on the Apple TV but since I did not have the card handy, I backed out and then got the message you seem to be getting.
Try logging into iTunes on your computer and reenter your 3 digit code for your credit card and see if that clears it up.
