SIM Not Valid

I lived in the Philippines, I just bought a used Iphone 4 lately, and I inserted my SMART sim. I update the phone with itunes to IOS 7but I got below error.

"The SIM card that you currently have installed in this iPhone is from a carrier that is not supported under the activateion policy that is currently assigned by the activation server. This is not a hardware issue with the iPhone. Please insert another SIM card from a supported carrier or request that this iPhone be unlocked by your carrier. Please contact Apple for more information"

I have tried GLOBE and TM sim card, but still got the same error.

Can anyone help?

Your phone was previously hacked to carrier unlock and was not officially unlocked. When you updated the iOS, the hack was removed and the phone re-locked to its original carrier. It will now work only with that carrier, using their SIM card

How can I know what the original carrier it is? Since the phone is used, I have no idea what original carrier it is.

Or how can I make it usable? Because currently, it stop on the setup screen. 😟
