iOS devices stopped working with 3G connection after iOS 7.1 update

After updating to iOS 7.1, my iPhone 4 and iPad 2 stopped working with 3G. I get repeated prompts for iCloud password, but entering the correct password doesn't solve the problem.

  1. go to Settings > iCloud.
  2. Scroll down and tap Delete Account, then enter your previous Apple ID and password.
