- go to Settings > iCloud.
- Scroll down and tap Delete Account, then enter your previous Apple ID and password.

Thank you.
The advice you gave is helpful. I had done the delete and re-enter iCloud ID+pw before receiving your message. However, it turns out that I had a subscription issue with my data service provider. They fixed it today. So this is not an Apple Support Communities question anymore - case closed.
