After syncing and restoring my iPhone 5s, my photos are still "downloading"

I switched phones with my mom and before the switch I backed it up on icloud. (Laptop is being repaired) after the switch everything seemed fine until I saw that my photos were there but they were all blank. It says that they were still "downloading" and by the time I fell asleep waiting for them, nothing had happened. What do I need to do?
