My new iPhone 5s will not discover other Bluetooth devises

What are you trying to connect to?

I have a 5s as well and It can connect to my Starkey Halo hearing aids which works very well. I can play music directly into my hearing aids and I heart radio works great. Calls coming into my cell phone silence the music and give priority to the call. But I would like to connect to other Bluetooth devices so I can stream the sound to my hearing aids. Example: My Dish network sat boxes have Bluetooth but they will not pair to my iPhone and will not function as a streaming device for sound to be totally wireless for the TV. Is this a hard wired function of the iPhone or could this feature be enabled with an App?

There are some devices that the iPhone will not pair with. Apple has put a lot of restrictions on what it will pair with.
