I transferred about 30 pictures and 5 short videos to the folder on my desktop PC that goes to the icloud. Only about 6 photos and no videos transferred. I can see the transferred ones on my iPad, but not the others (that's how I know they didn't transfer). I've done this many times and it usually works, but sometimes this happens.

Photo stream (and shared streams) are pretty "iffy" on a PC, and many users have problems with it. There's a long discussion on this here, with various solutions that seem to work for different users (at least temporarily): https://discussions.apple.com/thread/5356710?start=180&tstart=0 . You may find one that works for you.
If you want a more reliable solution you might want to look into the app PhotoSync, which can transfer photos and videos between your iOS devices and computers over your wifi. (I don't have any relationship with the app developer but my experience with the app that it works quickly and reliably.)
Thanks randers4. I could not get Photostream to send most of my pictures (only some) from my PC to the cloud. But I downloaded PhotoSync Ap to my iPad and the corresponding PhotoSync program to my PC and was able to transfer them to my iPad (which automatically sends them to the cloud). Then using PhotoStream, I'm able to share them with others. This solved my problem.
