Can I connect an iPad2 to an iPod mini via Bluetooth to transfer music etc

My friend has an iPod mini and I have an ipad2 but we cannot seem to connect them via Bluetooth. Neither device will see each other, yet both can, for instance, connect to a Bluetooth jam box speaker, so clearly the Bluetooth technology is working. Any ideas please? And if I do manage to connect them, how can I then transfer music or photos between them please?

The iPod mini has no built-in Bluetooth. Are you sure it's an iPod mini, and not the latest iPod nano?

Also, even if they both have Bluetooth, there are no provisions in the iPad's software to sync an iPod. iPods (that are not iPod touch) can only sync to a computer (Windows PC or Mac) running iTunes.
