In-app purchase problem (garage band)

Hello

When iOS 7.1 released, the iap of garage band has deleted ( on my iPhone 5S) So I tried to restore purchases as I did it when I bought iPhone 5S. But it says " there is no purchase to restore" .

Now I bought iPad Air, and it can not restore them as well.

If someone had this problem and could fix it or someone knows how to fix it, please help me

Same thing happened on my iPad Air. I went to open one of my old projects and it said the instruments used in the project couldn't be located. After attempting to sign in with my Apple ID, garageband said "no purchase to restore." I contacted apple support via express lane and they couldn't locate that I ever purchased the in-app content. This is obviously an issue with ios 7.1 update, and I expect apple to reimburse me my $4.99.
