Unable to download magazine subscription

I puchased a yearly magazine subscription from the iTunes Store and also downloaded the free app to my iPad. I'm unable to download any of the monthly issues. The only option shown is to puchase each individual issue but even if I try that it won't open. I'm also having problems opening the app. Sometimes it opens and other times it times out.
