PAges has never had the word substitution in any menu. Is it Find (Fins and Replace you are after)? It is in the Edit menu in Pages 08 and Pages 09, probably in Pages 5 too.
In Pages ’09 v4.3, this is in the Pages preferences under auto-correction.
In Pages v5.1, text “substitutions,” formerly known as auto-correction, has moved to System Preferences > Keyboard > Text. You can get there also via Pages v5.1 > Edit > Substitutions > Show Substitutions > Text Preferences...
1. Open Pages and go to the Preferences in the Pages menu
2 .Go to the Auto Correction section of the preferences
3. Check the "symbol and text substitution" check box to enable the service
